All India Tourist Vehicles (Authorization or Permit) Rules, 2021
In an effort to promote tourism across the states in the country, the Ministry of Road Transport and Highways has announced a new scheme. Under this scheme, any tourist vehicle operator may apply for an ‘All India Tourist Permit’ online. This new set of rules is titled, ‘All India Tourist Vehicles Authorization and Permit Rules, 2021 has been published vide GSR 166 (E). Dated 10 March 2021, these rules will be applicable from 01 April 2021. Meanwhile, all the existing permits will be in force during their validity.
The application for the grant of authorisation or renewal of authorisation will be issued after the submission of all the relevant documents. The specified application fee needs to be made digitally on the Ministry of Road Transport and Highways website. After the completion of this process, the transport authority will issue the permit within a period of 30 days.
These new rules will offer the seamless movement of tourist passenger vehicles across the country while increasing the state government’s revenue. In other words, tourist operators will longer have to visit government offices as they can get their permit online without much hassle. ‘One nation, one permit’ rules is a crucial step in promoting the citizens’ movement and boosting tourism.

Industry Status for Star-Classified Hotels of Karnataka
Karnataka is one of the top states for tourism in India, ranking 4th among Indian states for both domestic tourist visits and foreign tourists visits in 2022. Karnataka has hundreds of tourism destinations across a range of themes including heritage, spiritual, nature, wildlife, coastal, and adventure. Tourism is a key sector of Karnataka’s economy, contributing significantly to the State’s GSDP and providing employment for lakhs of people across the State. The strong economy and tourism sector of the State along with excellent transport infrastructure and good connectivity have led to a strong growth of the hospitality sector in Karnataka, focused primarily in Bengaluru, Mysuru, Hampi, Kodagu, Mangalore, Vijayapura, Udupi and Hubballi-Dharwad.
Considering the above opportunities, the Government of Karnataka has notified benefits providing fiscal incentives equivalent to industry status to star classified hotels in Karnataka. This measure is expected to not only boost and attract more investment and development of the hospitality sector in Karnataka but will also help the tourism and hospitality industry to sustain and emerge from the challenges posed by the Covid-19 pandemic. Government Order CI 86 SPI 2021 dated 04.03.2021 was issued making the star-classified hotels of Karnataka eligible for the following benefits –
1. Five-year electricity tariff subsidy to the extent of the difference between commercial and industrial tariff
2. Five-year property tax subsidy to the extent of the difference between property tax charged on building constructed for star classified hotel and one constructed for industrial unit.
Eligible applicants may avail benefit directly from the applicable authority in accordance with the guidelines by the respective authority.
