The Government of Karnataka has issued the “Guidelines for Registration of Homestay Establishments – 2025” to streamline the growth of authentic local tourism Under these rules, a Homestay is defined as a non-commercial activity where the owner or their immediate family must physically reside on the premises.
Establishments are limited to a minimum of one and a maximum of six guest rooms, accommodating no more than twelve adults at a time. A significant benefit of this policy is that registered Homestays are eligible for domestic rates regarding electricity, water, and property tax, and they do not require a trade license.
Furthermore, owners are exempt from mandatory land use conversion under Section 95(1) of the Karnataka Land Revenue Act. Registration is compulsory and valid for five years, with applications processed through a simplified online portal within a 45-day window.
